Dr. Coach Kay for Governor of Oregon (Preferred name)
KEISHA LANELL MERCHANT, DD, MA, BS, AS (Ph.D., JD. CANDIDATE), SCHOLARLY PRACTITIONER
Thank you for voting for me and supporting me in the 2022 May primaries and general election, (150,000 Oregonians registered voters voted for me estimated. We came in fourth place. Thank YOU for believing in me, us, and our new future). Let's continue to build, grow, and expand a new world of beauty, compassion, paradise, empowerment culture, and prosperity with love that wins together. A world with free entrance and access to its abundance in manifestation, harvest, fruition, and prosperity. Forever thankful! We will do it again in the next election. Double the numbers. Dr. Coach Kay for Governor!!! Keisha Lanell Merchant for Governor of Oregon (Established name) I AM DIVERSITY Collective, one, us, we, as a team. Oregon state's motto is “ She flies with her own wings…” We can be excellent together. (Together, we can be excellent).

To the Residents of Oregon,

As a state, Oregon has a long-standing legacy of community spirit and civic engagement. In 2023, our volunteers provided contributions valued at over $1.8 billion, a testament to the selfless commitment of Oregonians to the well-being of their communities. This remarkable figure, representing a significant portion of the state's surplus, is not just a number—it is a powerful demonstration that our collective quality of life is built on the time, energy, and dedication of our people.
This spirit of volunteerism is the foundation of my vision for a renewed Oregon. The traditional structures of governance, while well-intentioned, often fail to tap into this immense grassroots potential. We have an opportunity to build a new model of government that mirrors the very volunteerism that has already proven so effective. My 2025 Standard of Excellence Stewardship Plan is designed to do just that.

My administration would begin by establishing Community Governments at a hyper-local level. These micro-governments would be led by our most valuable resource: our citizens. Retired professionals, college students, community leaders, and even individuals who are houseless or incarcerated would be invited to a common table to collaboratively build a more equitable and prosperous Oregon. We will work together to create strategies for the distribution of resources, to stimulate our local economies, and to enhance the quality of life for every single Oregonian, free from the barriers of discrimination, classism, and sexism.

Within my first 100 days, I will take direct action to implement this plan. My team will work to establish a Community Government for every urban city, an Urban Ranger Community Government for every rural area, and a Micro-Government for every county. Furthermore, every neighborhood will have a Neighborhood Watch Government. All of these community bodies will report directly to me, eliminating bureaucratic red tape and ensuring that the voice of the people is heard without a middle agency.

To ensure fiscal responsibility and transparency, I will assemble a team of financial advisors and everyday heads of households to provide oversight of our state budget. Their primary task will be to identify and reallocate funding to support these new grassroots initiatives, ensuring an equitable distribution of our collective wealth. In addition, I will establish a public transparency platform, similar to a financial stock exchange, where every decision and every minute of my day as governor will be visible to the public. This platform will also include a system for Oregonians to provide suggestions and feedback, which will be formally considered in all decision-making processes.

I acknowledge that my professional background may not align with the traditional resume of a candidate for this office. However, the history of our state demonstrates that the traditional approach has not fully served us. My commitment is not to a system but to the people. I will dedicate myself relentlessly to this work, bringing creative engagement and intelligence to the table. Our victory will be a collective one—a testament to what can be achieved when we all commit to working as a unified team.

I believe in our shared ability to build a renewed Oregon that leads in stewardship, prosperity, and human dignity.

Sincerely,

KEISHA LANELL MERCHANT

BUT THEN AGAIN, SINCE THE BIRTH OF THIS STATE, AND THIS COUNTRY, I AM CALCULATING THAT THE BEST HAS NOT MADE ANY PROGRESS OR SERVED WELL TO BRAG ABOUT. ALL I CAN DO IS MAKE SURE WE ALL COME TO THE TABLE, CONTRIBUTE. I EQUALLY DONATE MY TIME, BE RELENTLESSLY COMMITTED, AND BE CREATIVELY ENGAGED WITH THE RESOURCES, AND THE WAY WE EFFECTIVELY AND EFFICIENTLY RESPOND AND SERVE IN EXCELLENCE AND TO EVERY SINGLE OREGONIAN BECAUSE IT WILL TAKE US ALL TO WIN THIS TOURNAMENT OF LIFE AS A TEAM SPORT.

AND PS. AND YES, YOU ALL WILL BE INVITED TO THE BARBECUE EVERY SUMMER!
THE STORY OF OREGON, CURRENT STATUS 2025
Based on available information, Oregon's financial health can be assessed from two perspectives: the financial position of the state government and the wealth of its residents.
1. Oregon state government's financial standing
Positive Financial Standing: In 2021, the State of Oregon had a Taxpayer Surplus™ of $5,700 per taxpayer, according to Truth in Accounting. This indicates that the state possessed more than enough resources, including an $8.4 billion surplus, to meet all its obligations, including public employee retirement benefits.
Strong Reserves: Oregon maintains increased reserves in its Education Stability Fund (ESF) and Rainy Day Fund (RDF), which are intended to provide a buffer against economic downturns and revenue volatility.
Highly Rated Debt: Oregon's bonds hold a high credit rating of Aa1/AA+/AA+ from Moody's, S&P, and Fitch respectively, reflecting strong financial management practices and low long-term liability burden.
Economic Stability and Growth: While the state's revenue structure heavily relies on personal income tax (PIT), it has a diverse economy with strong long-term growth prospects. Oregon's economy has been transitioning from a reliance on natural resources to a mix of manufacturing, services, and high technology, according to Wikipedia.
2. Oregon residents' financial situation
Rising Household Debt: The median net worth of Oregon households significantly increased in 2020, reaching $293,700, primarily due to increased home values. However, average household debt is also on the rise, reaching $66,950 per capita in 2022.
Wealth Disparity: While some Oregonians, particularly those in the top 1%, have experienced significant wealth accumulation, a significant portion of the population faces financial hardship. In 2023, the city of Klamath Falls, for instance, had a median household income of $46,695 and a poverty rate of 22.1%, while the city of Bethany had a median household income of $156,512 and a poverty rate of 4%.
Homelessness: Oregon faces a high rate of chronic homelessness, with 44% of individuals experiencing homelessness showing patterns of chronic homelessness.
Important notes:
Data regarding the state government's financial standing may not reflect the absolute "net worth" in the same way as a business or an individual. Instead, it typically refers to the state's capacity to meet its financial obligations and its overall financial health.
Information on the wealth of residents often focuses on median income, debt levels, and other indicators of financial well-being, rather than a single net worth figure.
Oregon faces complaints related to various issues, including government ethics, public health, and consumer protection. Specifically, there are ongoing concerns about government transparency and accountability, particularly regarding allegations of conflicts of interest and influence within the state government. Additionally, Oregon grapples with public health challenges like drug abuse, opioid misuse, and seasonal hazards like winter storms and flooding. Consumer protection is also an area of complaint, with issues like deceptive trade practices and fraud being reported.
Here's a more detailed breakdown:
1. Government Ethics and Accountability:
Government Ethics Commission:
The Oregon Government Ethics Commission has faced scrutiny related to complaints against Governor Tina Kotek and her administration, particularly regarding her wife's role and potential conflicts of interest.
Investigations and Deadlocks:
The commission's investigation into these complaints resulted in a tie vote, leading to the dismissal of the complaint.
Citizen Complaints:
Citizens have filed complaints alleging unethical conduct, including the flow of illegal drugs and laundered money to state officials and concerns about unconstitutional swearing-in of legislators according to the Oregon Legislature (.gov).
2. Public Health:
Opioid Overdose and Misuse: Oregon, like many other states, faces challenges with opioid overdose and misuse.
Monkeypox: The state has also had to address the presence of Monkeypox (hMPXV).
Seasonal Hazards: Oregon experiences a range of seasonal hazards, including winter storms, landslides, flooding, and drought, which can impact public health and safety.
3. Consumer Protection:
Unlawful Trade Practices Act:
The Unlawful Trade Practices Act (UTPA) aims to protect consumers from deceptive practices in the sale of goods and services according to the Oregon Legislative (.gov).
Fraud and Deceptive Practices:
Complaints include issues related to scams, false advertising, and other deceptive practices in the marketplace.
Consumer Protection Agencies:
The Oregon Department of Justice and other agencies work to protect consumers from fraud and enforce consumer protection laws.
